O. MILITARY CAREER
• After graduation of the Bucharest Polytechnic University - Faculty of Electronics and Telecom, I was
recruited by the Army as Lieutenant engineer (Signal Corp) - scientist with the R&D Institute of the
Romanian MoD
• Retired under own request from the active service with the rank of Colonel engineer (Signal Corp)
in June 1990 - according with my will to start private business according with the new, after -
Revolution law
• 2001 - Promoted by Presidential Decree to the rank of Brigadier General (Ret.) for “The outstanding
contribution on the modernization of the Public Administration of Romania as Secretary of State, author
of the National Strategy of Romania on e-Administration”
• 2003 - Promoted by Presidential Decree to the rank of Major - General (Ret.) for: “The outstanding
contribution as coordinator of the High - Level Group tasked to elaborate the National Sustainable
Development Strategy of Romania *Horizon-2025*”

NOTE: In fact I was proposed as member of EESC - Group III by the General Directors of the National R&D institutes located on Magurele Platform to represent the socio-professional category "Academic and Scientific Community", including more than 3.400 high - skilled scientists and professors covering the area of Photonics and Lasers, Plama and Radiation Physics and Engineering. Also, to follow and to participate to the works of the Study Groups, forums, conferences etc.related to EU Commission major investments in scientific big infrastructure i.e. Extreme Light Infrastructure - Nuclear Physics (ELI-NP) - 20 PW laser - the most powerful laser in the world under construction on Magurele Platform under a 365M Euro financial agreement with the European Commission; ITER project in France; the other 2 components of ELI system in Szeged, Hungary and Prague, Czech Republic (European; Commission contribution more than 600M Euro). Due to administrative procedure, the document proposing my nomination was forwarded to the Government signed only by the General Directors of the two most important National R&D institutes located on the Magurele Platform.
